Anywhere you want. However, a few facts.
1. You can get english OS in France as well, and probably an english keyboard also, if you ask that to Dell while ordering your laptop.
2. It's extremely costly to get a paid help here. About 50 euros an hour + stuffs to replace. For any reason if your computer breaks (and if you buy that in India), and you need someone to fix that for you, and he is working for 4 hours, you know how much you are paying. On the contrary, if you buy that in France, you are getting one / two years of warantee with that. In fact, I even got an anti-theft insurance from Dell for the laptop I purchased. I even got an insurance in case it falls from my hand and breaks physically.
3. It will be handy for you to have a french keypad, as there are accents in the french language that's easy to type with this keyboard. The AZERTY thing that a lot are afraid of, is a matter of days before you are comfortable in this.
4. The price of laptops in France (thanks to our Chineese friends) is decreasing rapidly. You can get a basic one for less than 500 euros today.
For more information including various configurations and prices, you can visit the site of Dell (I prefer Dell, as they sell customized laptops, where you can choose your OS among other things).
Balance the pros and cons of both before taking your decision. It's a good investment, and you shouldn't regret later. I would tell if you are coming to France for a very short period, buy it from India but if you are coming here for a considerable time (a couple of years, say), then buy that from here.

If you visit Fnac they can help you with an English OS , its Asus and one more company offering .excluding Dell ...
Or u can go to Montgallet in Paris ... and you have loads of computer stores there ..You will definetely get a laptop costing less as compared to Darty , Fnace , Surcouf .etc as well as computer parts etc . and may be the cost would be on par to the cost in India |

| I have just come to know that you can buy laptops from India with international guarantee. I guess both Dell and Apple is offering that. If you can get that, this might be another option. |
